🦾VDC-0-1: Cybernetic Governance System (CGS)

TL;DR: VERV introduces a cybernetic governance system where any user has rights to request change in the System. Flat structure and Organic Efficiency are the key components.

Cybernetic Governance System — is a cybernetic concept from the Stateless Society that describes how humans and machines can work together to be more organic efficient.

There is no a silver bullet — just as Scrum, everyone will adapt the governance system to their own. There is no repeated family — every governance is entirely unique. So will be within more complicated nodes and structures.

Humans need governance systems (usually they are called governments) because working in groups is more efficient, than solo. But this in only in theory — because all depends on the governance system. You can have a leader, or be self-governed. Leader can be a king or dictator or president. Rights within the structure can extremely vary from flexible to solid.

It's important to save the diversity of the governance systems, yet add some extra layer that allows rolling back to a safe, robust environment. It's vital for their lifespan duration.

The best governance systems are where people do cooperate on a voluntary basis and without any kind of regulations. Yet, it's essential to think about the group's safety — what if cooperation goes against the group? To handle this issue, the group delegates this task to an intermediary — the government. Governments do not have its funds — only delegated. Governments do not have its authority power — only delegated one.

Before blockchain, crypto, and AI, it was even in theory impossible to build a self-governed society that is ruled by cybernetic institutions (neutral mediators). When neutral professional mediators added to the judgement processes, they become more fair and people get more justice.

Stateless Society stands on:

1. Completely voluntary.

2. Digitization overall. Every entity and process shall be digitized.

3. Key Performance Indicators are being attached to most of the processes to analyze the changes over the time.

4. Need-to-know basis.

5. Direct Democracy and Delegated Democracy are preferred methods of governance (ideological layer).

The best structure is a flat structure. Holacracy is a pretty good example of the self-governance framework that worked at Valve. However, as we are not a corporate structure, here is the concept of the governance:

1. Each User has a Vote.

   1. Vote can be delegated to other User

   2. User can Vote on any Initiative

   3. Vote can be weighted

2. Users can organize in groups that are called Nodes.

   1. Node is any group of Users.

   2. Family, company, state, club — all of these are the good examples of nodes

   3. Each Node has a Speaker who is a responsible for speaking from the name of the Node. The Speaker can delegate this right to other(s).

   4. The Node Council governs each Node.

      1. Node Council sets the rules of interactions within Node members.

   5. Essential Series Nodes

      1. Protocol Enforcement Node (PEN). Max. 48 seats that act as a human factor of the whole DAO. They are efficient managers who implement DAO's will into real life. Mission — Implement Initiatives.

      2. Protocol Advisory Node (PAN). Max. 96 seats for Key Opinion Leaders or Influencers. Mission — Consult on Initiatives.

      3. Protocol Observation Node (PON). No limits on seats. Mission — Control the implementation of the Initiatives.

3. Any User can start a new Initiative and request changes in the System

   1. All Initiatives are publicly available and broadcasted via the blockchain

VERV DAO uses a hybrid method of both direct democracy and delegated democracy with weighted votes. We provide more authority power for verified professionals who have more context and in-depth understanding of underlying processes in the subject of the Initiative (for instance, in the scope of vaccines, doctor's votes are more important than someone without basic education). While it's challenging to determine exact values, we understand the requirement of capping the maximum voice power to avoid potential attacks there in the future.

Delegated democracy is used with the concept of Voice of Millions (VoM). It can be AI-agents that votes on your behalf in any Initiatives that cover your interests, or it could be someone from the PAN or any other DAO User.
